KEYNOTE SPEAKER ICUE 2026

Dr. James L. Moore III

EHE Distinguished Professor of Urban Education
The Ohio State University

James L. Moore III, Ph.D., is the inaugural EHE Distinguished Professor of Urban Education and professor of counselor education in the College of Education and Human Ecology at The Ohio State University. He is a prominent education researcher, scholar, educator, administrator, policy leader, and public servant in the United States and has held numerous senior positions in higher education, government, and K-12. A co-founder of the International Colloquium on Black Males in Education and the former executive director of the long gone Todd Anthony Bell National Resource Center on the African American Male, he is internationally recognized for his work on Black men and boys.

His research agenda focuses on school counseling, gifted education, urban education, higher education, multicultural education/counseling, and STEM education. A hallmark of his work has been his unyielding commitment to addressing systemic educational barriers faced by underrepresented, underresourced, and/or underserved students in urban contexts and beyond, particularly Black men and boys. His scholarship is distinguished by its depth and rigor but also by its focus on actionable solutions, at every juncture of education, for educational vulnerable populations. To this end, he has co-edited and co-authored eight books and published over 180 publications; obtained nearly $50 million in grants, contracts, and gifts; and given over 200 scholarly presentations and lectures throughout the United States and other parts of the world (e.g., Dominican Republic, Brazil, Bermuda, Bahamas, Jamaica, Canada, England, Spain, China, India, Indonesia, Ireland, and France).

Since 2018, Dr. Moore has been cited annually by Education Week as one of the 200 most influential scholars and researchers in the United States. His work has been consistently recognized by organizations, such as the American Educational Research Association, American Counseling Association, National Association for Gifted Children, National Association for Multicultural Education, American College Personnel Association, National Alliance of Black School Educators, Institute for School-Based Family Counseling, American Council of Education, Association of Public and Land-Grant Universities, MENSA International, Phi Delta Kappa, College Board, and The Education Trust. He is a fellow of the American Association for the Advancement of Science, American Educational Research Association,  American Counseling Association, Oxford Symposium for School-Based Family Counseling, and, more recently, he was elected to the National Academy of Education.

Dr. Moore has developed a reputation as a thought leader on important educational policy topics and is regularly invited to share his expertise with various K-12 school systems, universities, professional associations, and governmental and non-profit agencies. On May 9, 2019, former Congressman Anthony Gonzalez (R-OH), Congressman Troy Balderson (R-OH), and staff of the U. S. House Representatives Committee on Science, Space, & Technology invited him to testify at the hearing titled, “Broadening Participation in STEM Education,” in the Rayburn House Office Building, Washington, DC. In 2011, he was presented a proclamation from the Ohio House [OH]; in 2014, a resolution from the Columbus City Council [OH]; and in 2015, a key to the City of Spartanburg [SC]. Additionally, in 2018, Missy and Bob Weiler of Columbus, Ohio established in his honor the Dr. James L. Moore III Scholars Program to support undergraduate students transferring from Columbus State Community College to The Ohio State University. On January 25, 2025, he was awarded the Order of the Palmetto – South Carolina’s highest honor bestowed to residents and natives of the state, who have demonstrated “extraordinary lifetime achievement, service, and contributions of national or statewide significance.”

A proud HBCU graduate, he earned his B. A. in English Education from Delaware State University and both his M.A. Ed. and Ph.D. in Counselor Education from Virginia Polytechnic Institute and State University.

URBAN EDUCATOR OF THE YEAR 2024

We are pleased to announce Jhaneil Thompson as our ICUE 2024 Urban Educator of the Year recipient.

Born in St. James, Jamaica, and raised in Fort. Lauderdale, Florida, Jhaneil Thompson’s cultural background and village largely influenced her career path and accomplishments today. Realizing the importance of achieving a beneficial education from an early age, fueled Thompson’s desire to work closely in the field and make meaningful changes there.

Thompson began her professional career at Crossroad Academy Charter School of Business in Gadsden County, Florida. During the 2021- 2022 school year, Thompson’s 3rd-grade scholars were recognized as the district's leading scorers on Florida’s State Assessment (FSA- ELA) in the reading subject area. Still witnessing the lack of reading skills and resources that children in specific zip codes possessed, this encouraged Thompson to intervene. With the leadership of one of her past professors and remarkable mentor, Dr. Cheron Hunter Davis, Thompson co-created an online bedtime literacy program targeted toward kids who reside in book deserts. Thompson believes that children can change their world through the interaction of culturally relevant books. Thompson’s contribution to the literacy field led her to be acknowledged as one of the International Literacy Association’s (ILA) 2023 30 under 30 literacy recipients. Thompson currently serves in the role of a fifth-grade reading and social studies teacher in Leon County, Florida. In the 2023-2024 academic school year, 59% of learners under Thompson’s classroom instruction displayed academic growth by reading on or above grade level. Additionally, 78% of her students demonstrated literacy growth, and 75% of her bottom quartile students exceeded growth expectations. Thompson’s dedication to the field of urban education is evident through her continuous work and unwavering dedication to her students.

ICUE 2024 IS GOING GREEN!

To ensure that future gatherings of ICUE are ecologically sustainable, we have made the decision to reduce our carbon footprint through several initiatives.  We've not only eliminated the paper programs but as of ICUE 2024 we will no longer provide conference materials (bags, pads, and other fillers). We will, however, provide lanyards for name cards.

Conference Update 7/15/20

Over the course of this year we have been challenged to reevaluate our purpose and impact. As our nation grapples with COVID-19 and endemic racism, it is important for us to stay vigilant in providing opportunities to intellectually discuss the breadth and depth of the issues our communities face. As a conference, we are designed to provide a space where the voices of activist, educators, leaders, scholars, and students are validated and supported. However, due to the COVID-19 pandemic the 2020 International Conference on Urban Education has been postponed until 2021.

All proposals that were uploaded will be reviewed for the ICUE 2021. All further details, including proposal deadlines, acceptance/denial notifications, proposal retraction information, and conference dates, will be posted on the website in the near future.

It is important that we take care of our physical, spiritual, and emotional health as we journey through these uncertain times. Please support your local organizations and rallies to combat racism and visit your state, prefect, or regional public health website, local clinics, personal physician, and the CDC and WHO websites for valid information on COVID-19.

Stay safe and strong,
Dr. Stephen D. Hancock
Conference Director
